On the above date and time I was conducting a business check of Walmart.
While conducting a check of the closed business, I observed a White male and female in the back seat of a white Cadillac with untinted windows. I pulled up to the vehicle to conduct a welfare check without my lights or sirens activated. Furthermore, the Cadillac was not blocked in by and free to leave.
I exited my patrol vehicle and made contact with the male and female subjects. The female looked young and appeared to be a juvenile. The male subject was wearing no tee-shirt. Both subject's shoes were off.
The White male subject, later identified as William Shawn Cremeans, advised me that his vehicle's transmission was "breaking" and the reason why he was parked and

Shortly after, Grondell received a text message from Haynes stating "I fell asleep, I'll get there when I get there."
I attempted to make contact with Haynes multiple times within the following hour with negative results. Haynes would not answer her cell phone nor would her roomate, Barndy.
At approximately 6:45 Haynes answered Grondell's facebook call and advised that she was on her way from Palm Harbor. Sergeant Koch and I then spoke with Haynes and advised her that her response time to get Grondell was unacceptable. Sergeant Koch advised Haynes that she needed to be at the police department in a reasonable time to retrieve Grondell or she could possibly face criminal charges. Grondell assurred that she was en-route and she would update her location.
At approximately Haynes arrived at the police department and retrieved Grondell.
Due to the juvenile being out past curfew, and Haynes four hour response time to retrieve her, I made contact with 1-800-96-ABUSE (DCF). I wanted to make DCF aware of the juvenile being out and sleeping with an adult. I also made them aware of Haynes being unaware of Grondell's location at 03:00 and her refusal to retrieve Grondell for several hours after iintial contact was
I located the vehicle and pulled behind it without my emergency lights activated and I made contact with both the female driver and passenger. Shortly after, Edwards arrived on scene and he suspected that the driver, identified as Taya
I spoke with Marlon about additional items in the vehicle the victims said should be in there. I asked if the items would still be in the vehicle. Marlon said “Probably not, but I didn’t take them” he said there was seven other persons in the vehicle at some point. Marlon was asked what time “he” parked the car on Copperstone Circle. He said between 10pm and midnight.
On 010/05/2016, I, Chad Agnew, was working as a patrol officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately1415 hours, officers were dispatched to the Rhatigan Student Center for a suspicious character. Dispatch notified all officers that they were still gathering more information at the time but the suspicious character was a black male with crutches. They also said the subject was yelling someone had a gun.
This officer spoke with juvenile #1 and his mother Christine about the incident. Juvenile #1 stated earlier in the day he was at Central Park and ran into his ex-girlfriend juvenile #3. On 05/30/2015, at approximately 1816 hours, your affiant observed a silver Chevrolet Classic occupied by two males. The vehicle circled the block in a counterclockwise manner, repeating a portion of their route. During this time I located the owner of the vehicle utilizing a search through the Pennsylvania Department of Transportation. The registration indicated the plate belonged to another vehicle and registered to Brittney Fisher, who was not an occupant in the vehicle. I activated my emergency lights initiating a vehicle stop in the 100 block of West Washington Street and while stopping the vehicle I observed the passenger making furtive movements towards the center console.
In summary, on 01/04/17 at 1745 hours, Ofc. Kelley #262 and I were patrolling the area of 5600 W 16th St., at which time I observed a vehicle with tinted windows and no rear registration light (05' grey Acura IL Q336438). A traffic stop was conducted on the vehicle.
On Sunday November 24, 2016 at approximately 16:02 hrs. Officer L Wilkerson and I Ofc. R. Holcomb were dispatched by dispatcher B Coleman to 304 Hopkins Drive in reference to a disturbance. Upon my arrival I made contact with Ms. Shawntavia Lucky (complainant) who stated that her son Mr. Jousha Lucky (victim) got into a physical altercation with two black males.
Jones stated she and Boyd are no longer in a relationship but have an aggrement between both of them that as soon as Boyd was able to obtain employment he would vacate Jone's residence (302 Freedom Way). Jones states Boyd does not want to leave the residence and does not agree with Jones decision to end the realtionship between them. The contact continued for some time with Sgt. Bowden repeatedly telling Taylor he was trespassing on private property. Taylor stated he used to be a police officer in Texas, he knew the law, he was not trespassing and that Sgt. Bowden had no legal authority. Sgt. Bowden explained to him he had arrest authority at all times while he was in Pulaski County. Sgt. Bowden advised he was in Pulaski County and identified himself repeatedly by name, rank and agency both verbally and by ID and Badge. They were walking on the road approximately 100 feet from the door when a white truck entered the wrong side of the "drop off loop" and almost hit him and his mother. Isaac advised that he and his mother continued to walk north away from the truck. While he was getting into his vehicle the white truck stopped behind his vehicle preventing his mother from backing out of the parking spot. The passenger of the white truck got out and stated "You're an idiot" and "I'm going to kick your ass." Isaac advised he felt his mother was in danger so he moved his mother away from the back of their vehicle. Isaac stated that after his mother was out of reach from the white male, the white male "Put his hands up like a boxer and lunged towards me and hit me." While on scene, I learned Jessica had an active warrant for her arrest, and Inv. Schlag contacted me knowing Hubbard Co. Social Services had a health & welfare concern for the children of Jessica & Eli. I then received a call from Child Protection Worker Beth Grande who informed me she wanted the children placed on a hold. Inv. Schlag stated he would respond to the scene and assist Hubbard Co. Social Services. I forwarded the documents I started to Inv. Schlag & briefed Sgt. Stacey when he arrived on scene.
Carroll stated she was home all day long and wasn't sure what was going on. Ms. Carroll stated she don't know why Law Enforcement was at her residence. Ms. Carroll stated her juvenile were at the complainant's residence on the above incident date and she shortly received a text message from the complainant's stating her juvenile were being disrespectful.
On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. Whilew on patrol I was dispatched room # 1F340, Upon arrival, I met with Hackett who stated that Veteran Susan Buggell had been sexual assault. Buggell was located in room #1F337, where I made contacted with her. Buggell stated that between 0300hrs, and 0400hrs, while at a 1211 old FM 440RD Apt #1-202 Killeen TX, 76549 she was sexually assaulted be a friend, who she identified as Anthony Williams. On 12-05-17 at approximately 1017 hours, I responded to 442 N. Los Robles Avenue regarding a psychological evaluation. PPD Dispatch advised that a female, White was yelling incoherently at the above location. Officer Gawlik #3116, Officer Herrera #3595 and Officer Killgore #7231 were on scene prior to my arrival.
