ELL Proficiency Standard
Introduction
The English language proficiency (ELP) standards were created for grades
K–12 to emphasize and strengthen the crucial language, linguistic knowledge, and
language-use abilities that English language learners (ELL) need to succeed in
school (CCSSO, 2019). These ELP Standards are a strategic collection of language
forms and functions that Ells require to improve their proficiency in activities
related to English language arts, reading, math, and science (CCSSO, 2019). The
ELP standards are utilized to assist our ELL students in acquiring the English
language proficiency necessary for them to succeed in all classroom disciplines.
The Office of Bilingual Education of the New York State Education
Department Provided Five learning requirements for ESL. The five ESL standards
are tailored specifically for limited English proficient (LEP) students and serve as
the foundation for the new New York State ESL Achievement Test (NYSESLAT),
which is now given annually to every ESL student in the State. The ESL standards
closely resemble the State's four English Language Arts (ELA) Standards.

Learning Standards for
English as a Second Language in New York
ESL Standard 1:
Students will use English to listen, speak, read, and write to learn
and comprehend.
ESL Standard 2:
In order to respond to literature, enjoy it, and express themselves,
students will listen, speak, read, and write in English.
ESL Standard 3: Students will read, write, speak, and listen in English for
assessment and critical analysis.
ESL Standard 4:
For use in the classroom and during social interactions, students
will listen, talk, read, and write in English.
ESL Standard 5:
Students will exhibit knowledge of and understanding of
different cultures.
Listening and Speaking
Object of Learning
From grade 4, students will be able to contribute effectively to a range of
collaborative discussions (one-on-one, in groups, and teacher-led), building on
others' ideas and articulating their own.
